Program Cordinator, Dr. John Sterling
Dr. Sterling has spent the majority of his adult life
in various kinds of public service. He served as a
Criminal Investigator, Firearms Instructor, and was
a SWAT member while a police officer. His Military
experience focused on counter-terrorism and unconventional
warfare. Since 9-11, he has served two different state
governors. He was a Law Enforcement Counter-terrorism
trainer in North Carolina, and Regional Coordinator
for Homeland Security in Tennessee.

Macel Ely wears many hats. He serves
as the Homeland Security Program Coordinator at University
of Tennessee Law Enforcement Innovation Center (LEIC)
a grant-funded "think-tank" whose
mission it is to provide innovative and technologically based training and
technical assistance (services) to law enforcement agencies and communities.
His duties include assisting in the development of a state-wide curriculum
training for law enforcement officers and other city officials in Tennessee
as well as planning, coordinating, and hosting training activities in conjunction
with the Governor’s own Office of Homeland Security. (more)

David Scates is the head of security for Knoxville
Utilities Board. He holds a Master of Business Administration
degree
from Lincoln Memorial University and has worked in security
management for nearly a decade and the utility industry
for nearly 30 years. David has been a member of ASIS
(formerly known as the American Society of Industrial
Security)
for several
years, and he is the 2005 Chair of the Smoky Mountain
Chapter. ASIS is the largest security related association
in the world. David is the founder and Current Chair
of the Tennessee Valley Security Association (TVSA).
The TVSA is comprised
of security professionals from over 80 utilities within
the Tennessee Valley Region. (more)
David
Sumner has almost 20 years of service with the
United States Government in positions related to the
National
Security and Homeland Security. Sumner has held appointments
as a Federal Investigator and a Federal Inspector, and
has completed special assignments as a Federal Personnel
Security Analyst in the Nuclear Weapons Complex and as
a Federal Election Observer for the Justice Department.
Since 1996, Sumner has been a regional supervisor of
Federal security inspections and complex administrative
investigations at nuclear and scientific facilities in
the Eastern United States. He has led inquiries at the
request of the United States Congress, including the
Senate Armed Services Committee, and has been profiled
by Inside Homeland Security. (more)
