PRESIDENT OF THE COLLEGE

TITLE:

President of the College

REPORTING SUPERVISOR:

The president is responsible to the Board through the chancellor for the operation and management of the College and for the execution of all directives of the Board and of the chancellor.  The president shall have direct access to the Board by submitting reports to the Board at its regular meetings and shall meet with the Board on such occasions.  He or she shall be the official medium of communication between the faculty and the chancellor, and between the council, senate, assembly, or any such body, either of the faculty or of the students, and the chancellor.

JOB OBJECTIVES:

Serve as the chief executive officer of the College and all of its departments and exercise supervision and direction to provide efficient operation of the College.

Recommend annually to the Board of Regents, through the chancellor, the creation of continuance of positions of faculty and other employees of the College.

Plan, develop, and administer a program of instruction, and service suited in the broadest sense to the needs of the College's sponsors and supporters, including students.

Develop a sound administrative structure for the College, to the end that all employees will be suitably assigned and supervised.

Recruit and maintain a qualified instructional and administrative staff through recommendations to the TBR.  Recommend or make appointments of personnel and, within budgetary limitations, to fix their salaries, and to recommend or approve promotions, transfers, leaves of absence, and removal of personnel, pursuant to the requirements of policies and procedures established by the Board, and subject to such prior approval or confirmation of the Board or the chancellor as may be required by the Board.

Plan and develop budgets adequate for financing the College, both in capital investments and operations.

Develop, implement and maintain efficient procedures for plant maintenance, purchasing, accounting, auditing, and financial reporting.

Secure and supervise an educable student body in accordance with admission and retention regulations of the TBR.

Evaluate and improve where necessary the instructional and other curricular and co-curricular services provided to the student body.

Develop and maintain communication channels among all staff and student groups in the College.

Disseminate appropriate information about the College to the supporting constituency; to cultural, civic, and business organizations; to the alumni; and to the College's various publics.

Develop and maintain external support of the College through work with groups such as the Foundation, President's Associates, Technical Advisory Committees, and regional community and economic development agencies.

Establish and maintain community and business partnerships to support the mission of the College.

Carry out the policies and directives of the TBR and federal and state laws as they pertain to Pellissippi State Technical Community College.

Make an annual report to the Board, through the chancellor, of the work and condition of the College under his or her control.

Provide leadership in long-range planning to keep the College viable and productive.

Provide leadership in dealing with community, business, and industrial organizations at their highest levels, particularly those that support education.

NON-ESSENTIAL FUNCTIONS:

Perform other duties as assigned.

JOB STANDARDS:

Doctorate from a regionally accredited institution.

Five years successful and innovative administrative experience with significant decision-making responsibilities affecting an entire campus or as head of a major academic or administrative unit in an academic environment.

Commitment to the successful implementation of all aspects of the distinctive mission of Pellissippi State as defined by the TBR. Experience in both technology and liberal arts education environments.  Demonstrated understanding of diversity of community college students and learning styles.

Commitment to affirmative action and to achieving a climate that promotes cultural, ethnic, and gender diversity; awareness of the commitment to the Geier Stipulation of Settlement, the statewide higher education desegregation lawsuit.

Innovative, energetic, and forward-thinking individual with vision and the necessary human relations, communications, planning, and organizational skills to lead and inspire internal and external constituencies of the College.

Commitment to policies and directives of the TBR and the State of Tennessee.

JOB LOCATION:

The primary job location is the College's campus on the Pellissippi Parkway in Knoxville, Tennessee.  Travel to site campuses and to the Tennessee Board of Regents' office in Nashville as well as to other TBR and vendor sites will be required.
