TITLE: Vice President of Information Services
REPORTING SUPERVISOR:
President
of the College
JOB OBJECTIVES:
To provide coordination, vision, accountability,
leadership, and advocacy for information services to support the College's
mission. The position will have direct responsibility
for policy and procedure development and strategic planning in the area of
information services, including data processing and computer services, network
operations, telecommunications, library services and related services, as well
as overall supervisory and management responsibility for these areas.
ESSENTIAL JOB FUNCTIONS:
20% Coordinate strategic
planning for information services and resources.
30% Manage and
coordinate the college’s administrative and academic computing functions,
including system security, budgeting, system documentation, and staff
development activities.
20% Manage and
coordinate voice, video, data communications, instructional technology
activities, and library services.
20% Plan,
design, and support college-wide information systems including system
development and support, data retrieval and analysis, database administration,
user consultation and support, and the campus networks.
5% Represent the college regarding the technology components of
distance learning programs and services.
5%
Evaluate needs and performance of both the effectiveness and efficiency of the
college's information technology initiatives.
NON-ESSENTIAL FUNCTIONS:
Marginal tasks
include setup of microcomputers, peripheral equipment, and software, along with
occasional routine office tasks such as copying and filing.
JOB STANDARDS:
A. Master's degree
in a related field.
B.
Five years of increasingly responsible management experience, which includes:
planning in a complex or multi-discipline environment; directing and
supervising managing staff; reviewing and evaluating outcomes; and assuring accountability
for overall implementation of services and programs.
CRITICAL SKILLS/EXPERTISE/EXPERIENCE:
A. A broad
understanding of general business and management practices, computer system
design techniques and controls, and computer operations procedures and
techniques to support and effect maximum utilization of information services
personnel and equipment resources;
B.
Interpersonal and human relations skills, verbal and written communication
skills, planning and management skills to perform successfully and planning,
directing, reporting, and administrative responsibilities of this position;
C. Knowledge
of, experience in, and/or expertise in network operations, information
technology, programming, hardware, database administration, system management,
and/or computer operating systems;
D. Knowledge
of, experience in, and/or expertise in distance learning, library services,
data communications, and voice operations systems;
E. Leadership,
planning and management experience in computing and information technology and
their application at the community college level;
F. Creative
vision, technical competence and sensitivity to the various needs of the
constituencies in a community college environment.
JOB LOCATION:
The primary job
location is the College's campus on the
EQUIPMENT:
Work activities
will involve direct use of a networked personal computer, along with use of
standard word processing software, reporting and presentation software, other
miscellaneous software, printer, copier, telephone, and other office equipment.
