TITLE: Director of Institutional Effectiveness, Planning, and Research
REPORTING SUPERVISOR: President of the College
JOB OBJECTIVES:
The director will have overall responsibilities for
coordinating and/or conducting major effectiveness, planning and research
projects and activities as required for college-wide decision-making and
resource allocation, for improvement of college programs and services and for
compliance with established reporting and research procedures of the Tennessee
Board of Regents (TBR), the Tennessee Higher Education Commission (THEC),
Southern Association of Schools and Colleges (SACS) and other applicable state
and federal agencies.
ESSENTIAL JOB FUNCTIONS:
30% Coordinate college-wide institutional
effectiveness and planning activities for the College:
Work closely with SACS efforts to ensure leadership
in institutional effectiveness and compliance in all areas. Direct the planning
efforts of the College and work with the President and other staff members to
ensure timeliness of progress, goal checks, etc.
30% Coordinate/conduct completion of major college
reports:
First- Time Freshmen Enrollment Reports to TBR;
First- Time Freshman Retention Reports to TBR; Cost Study Reports to TBR and
THEC; Performance Funding Reports to TBR and THEC; Integrated Postsecondary
Education Data System (IPEDS) Reports to TBR, THEC, and the U.S. Department of
Education; and other reports as required. Assist in compilation and completion
of appropriate sections of the annual Performance Funding Reports (annual and
mid-year). Coordinate, assist with, or conduct various Performance Funding
surveys, development of projections, and collection of data. Participate in
reviews of Performance Funding standards and proposals, and assist in drafting
related correspondence and reports.
30% Coordinate and assist as appropriate in various
institutional data collection, reporting, and information-sharing functions:
Including completion of surveys, evaluation
processes, and directory information requests; provision of data on
institutional characteristics; and planning of systems for collecting,
processing, and storing information. Assist staff of other departments to meet
institutional research needs by advising on survey and study designs and by
reviewing various institutional documents. Coordinate or assist, as
appropriate, in designing and conducting studies and surveys related to
improvement of programs and services, institutional accreditation, Performance
Funding, and other related processes. Provide technical and analytical support
to offices divisions, committees, faculty, staff, and administration in
research-related activities.
10% Perform other standard departmental leadership
functions:
Develop annual and long-range objectives; develop an
annual proposed operating budget; administer the approved operating budget;
participate in the performance appraisal process; participate in College
Advancement planning and coordination; and assist and coordinate with other
College Advancement staff in conducting ongoing work routines Perform these
same functions with regard to the functions and development of other staff
assigned to Institutional Research and Planning.
NON-ESSENTIAL FUNCTIONS:
Provide assistance in data collection and research
activities that are of a useful but not essential nature. Perform other duties
as assigned by the President, or the governing board staff. Serve on one or
more college committees and to participate in administrative decision-making,
as appropriate.
JOB STANDARDS:
A. Master's degree in a technical, business,
education, or other related field from an accredited college or university.
B. Three years' of appropriate experience in
institutional research or closely related function.
C. Knowledge and practical experience in the use of
at least one major statistical software system (e.g.SAS, SPSS or equivalent) or
at least one major fourth-generation reporting software system (e.g.. FOCUS).
D. Knowledge and practical experience in a user or
technical role with one or more institutional database systems similar in
functions to the administrative software systems of Pellissippi State Technical
Community College.
E. Knowledge and practical experience in the use of
personal computer office software (word processing, spreadsheet, e-mail).
CRITICAL SKILLS/EXPERTISE/EXPERIENCE:
A. Ability demonstrated through experience, to work
with and communicate with the internal, external and diverse constituencies of
a state-supported two-year college;
B. Knowledge and ability to develop, interpret, and
present data;
C. Knowledge and ability to conduct educational
research and to interpret research results for practical applicability within a
state-supported two-year college;
D. Competency in written and verbal communication;
ability to write reports or proposals; ability to write routing memos, email,
and letters;
E. Fundamental knowledge of personal computer and/or
computer workstation operations;
F. General knowledge of policies, procedures, and
practices of state-governed higher education institutions;
G. Experience and characteristics evidencing
positive attitude, self-initiative, openness to innovation and change, and
flexibility and versatility to adjust to the research and planning demands of a
dynamic collegiate work setting.
H. Ability to train employees, teach
classes/workshops, make presentations, coordinate team efforts and conduct
meetings and/or lead group or team discussions;
I. Ability to pursue continuing professional growth
and development through maintenance of membership in appropriate research
organizations; through participation in conferences, workshops, and meetings
related to institutional research; and through other interactions with staff of
other colleges and related institutions. Facilitate professional development
activity for other departmental staff.
JOB LOCATION:
The primary job location is the Pellissippi Campus
on the Pellissippi Parkway in Knoxville, Tennessee. Travel to multiple sites
within the college's two-county service area and to other Tennessee Board of
Regents and vendor sites will be required. Travel to sites of appropriate
professional development activities (e.g." workshops, conferences)
will be expected.
EQUIPMENT:
Work activities will generally involve the use of
personal computers and/or terminals and peripherals networked with the
college's computing system (DEC V AX, Alpha, and other components), scanners,
copiers, fax machines, and telephones. Monitor, review, test, and implement, as
appropriate, new or updated technology and techniques for data management as
related to institutional research.
