WORLD-WIDE WEB (WWW) PAGE DEVELOPMENT AND USE

 

Pellissippi State Technical Community College's web servers provide the college community the opportunity to post materials and information to Internet users locally and around the world by providing users with web page accounts.  The posting of materials on any Pellissippi State Technical Community College web server is a privilege, not a right, and is granted with certain restrictions and responsibilities. The misuse of any Pellissippi State Technical Community College web server may result in revoking or denying a user's web page account.  All web page users agree to the following:

I.             The content of World-Wide Web (WWW) pages must adhere to all Pellissippi State Technical Community College rules and regulations, including Computer System Use, Policy No. 08:13:05. Violators will be subject to appropriate disciplinary action including the removal of documents and revocation of computing accounts.

II.          Use of Pellissippi State Technical Community College web pages for direct financial gain or commercial use is prohibited.

III.        Web page account users must comply with copyright laws and guidelines by obtaining required permissions from the copyright holders.  Account users whose web pages appear not to be in compliance with copyright law may have their pages removed until compliance has been satisfactorily established.  Account users who repeatedly offend copyright law will have their account privileges removed.

IV.       Pellissippi State Technical Community College reserves the right to limit the amount of material published on a web server and the right to close a web account if it is determined that it is consuming excessive system resources or objectionably degrades system resources.

V.          Documents which are threatening, intimidating, or obscene, and/or which create an environment of harassment based on gender, race, religion, ethnic origin, creed, or sexual orientation are prohibited.

VI.       Web page authors are responsible for responding to questions regarding information must be included on their pages.  An E-mail address of the individual responsible for the posted document

VII.     Web page user accounts consist of official and individual user accounts, however only official web pages can reside on the college's official web server.  Links to individual web pages from the official web site may be accomplished by linking from an official web page to the Individual World Wide Web Pages Index.  The Individual World Wide Web Pages Index is a self-registering index.  Only users who register their individual page address with the Individual Web Pages Index will be included in this database.

A.     Official accounts consist of web pages presented on behalf of the college, and follow the Procedures for Establishing an Official Web User Account outlined below (08:13:04, section 11).  Official accounts may only be established by a bona fide unit of the College: an administrative division, a department, a program, a faculty member or staff member posting official college related materials, or official student organizations or clubs under the supervision of a faculty advisor.  Once approved, official web account users will be issued a username and password for the offered web server and can then post and update web-documents onto the College's official Pellissippi State Web Server (www.pstcc.edu) via the file transfer protocol (ftp).

1.       Developers of official web pages are responsible for the appearance of the information and its reflection on Pellissippi State Technical Community College.  Pellissippi State Publications Guidelines must be followed for official web pages when using school logos, symbols, or colors.  Official web pages need to include some form of identification to associate it with the college, such as a logo.  Official web pages should also include information regarding their relationship to the college (i.e., an academic program of the college, a faculty member in a program at the college, a department of an administrative unit at the college, etc.), information regarding the unit and or person responsible for maintenance of the web page, and the date the page was most recently updated.

2.       Direct links to individual pages from official web pages are not permitted, however, a link from an official unit or department home page to the Individual World Wide Web Pages Index is permitted.

3.       Student organization home page developers must have a faculty or staff advisor who will be responsible for the information published.  Official student club or organization web pages may only contain information about the student organization or club and its sponsored activities.  Student clubs or organizations may create links from their official organization or club web pages to the Individual Web Pages Index, but not directly to individual web pages.

B.     Individual accounts consist of web accounts which do not need official approval. Individual accounts may be created and maintained by any college community member provided they are currently enrolled or employed at Pellissippi State and have access to a general computing user account.

1.       Individual web pages may be created by logging on to the user's E-mail account and creating a World Wide Web accessible subdirectory called webdir.  Only files placed in the webdir subdirectory will have public access. To create the subdirectory from the $ (DCL) prompt, type: webset.  This COM file will also create a template file (index.htm) in the webdir subdirectory to assist a user with the initial creation of a web page.  Once the Web subdirectory has been created individual users can then post and update web-documents onto the College's Web Server for individual web pages (www2.pstcc.edu) via the file transfer protocol (ftp).

2.       The Universal Resource Locator Code for an individual web page would be for example: http://www2.pstcc.edu/~jdoe (a tilde followed by the user's ID will identify the individual's unique web pages).

3.       Students may establish individual web pages for class work, to post resumes or other educational purposes.  Individual web pages may not include official school logos or symbols and needs to include a disclaimer that their individual web page represents their opinion only and is not associated with the official college web server's pages.  Such a disclaimer will also be displayed on the Individual World Wide Web Pages Index. Individual web pages and all web page accounts must comply with the processes and procedures as outlined in these sections and also with Pellissippi State's Computer System Use. (See Pellissippi State Policy No. 08:13:05)

4.       Connections to individual web pages from the official web site may only be accomplished via the Individual World Wide Web Pages Index.  Individuals creating a web account and publishing web pages may choose to list their individual web page address with the Individual World Wide Web Pages Index, however, if individual pages are not listed, the index will not be able to locate them.

VIII.  World-Wide Web Home Pages must be submitted in Hypertext Markup Language (HTML) format.  An existing document may be converted to HTML, retaining much of the layout and graphics.  For assistance with HTML formatting, contact the Information Center helpdesk.

IX.        It is expected that other machines belonging to the college will develop the ability to run web servers.  The same policies and procedures apply to any machine hosting a home page.  Official home pages will continue to originate from www.pstcc.edu, and must be approved before posting. Individual home pages may be hosted on other machines as outlined above.

X.          Training workshops on establishing accounts, writing HTML, and posting web pages to official and individual webservers will be provided by Information Services staff, including Librarians. Assistance in creation and development of official webpages will be provided by the College's webmasters (Contact Information Center helpdesk for information).  The Telemedia Services staff will assist faculty with the development of classroom related web pages and will provide support in developing web based courses.

XI.        Procedures for establishing an Official Web User Account:

A.     Pick up a Web Page Development Packet from Community Relations.

B.     Complete the connection application and return it to the director of Community Relations for initial review.

C.     After obtaining the initial approval, design the page in the appropriate format.  The Community Relations Office can help with the scanning of any photo or graphic and can furnish logos.  However, there will be a charge for this service.  If you need assistance with the home page development process, contact the Information Center helpdesk.

D.     The page must be approved by the director of Community Relations, the appropriate department dean or organizational or group advisor, and a President's Staff member.  After appropriate approvals and signatures are obtained, return the documentation to the director of Community Relations who will contact the Information Services system manager to provide the connection.

E.      Departments and organizations are responsible for updating their home page as necessary.  The Community Relations office will periodically check the page and may require changes to ensure accuracy and to maintain the College's image.
