Work Description: Researches and designs utility system facilities using complex computations and problem solving skills, computer aided drafting, and computer systems. Furnishes technical assistance to other departments, contractors, and customers relative to wastewater and water systems. Makes recommendations on methods of system improvements, developing engineering and labor costs, equipment and material costs, and analyzing system design to support recommendations. Performs project management duties for consulting and construction contracts for collection/distribution system, pump station, and treatment plant projects. Prepares cost estimates of major construction and maintenance projects. Performs other duties as assigned.

Minimum Qualifications: Bachelor's degree in Civil, Biosystems, Environmental, Construction Engineering, or related Engineering field from an accredited four-year college or university. Strong analytical and time management skills. Strong written and oral communication, interpersonal, and team skills. Proficiency with CADD and/or personal computer skills. Ability to work independently on projects in a timely manner. Ability to direct the work of others. Valid driver’s license.

Preferred Qualifications: Advanced Engineering degree. Professional Engineer license in Tennessee or FE/EIT certificate. Three (3) or more years experience in engineering and/or construction, preferably with utilities. Experience in wastewater and water design, plans review, master planning, pump stations, treatment plants, and hydraulic system modeling. Demonstrated ability to manage multiple projects in a timely manner. Strong personal computer skills, including CADD, spreadsheet reporting, word processing, presentations, and project management software.
