Traffic and Parking Regulations

Traffic and parking regulations are established and enforced to assure the rights and privileges of students, faculty, staff, visitors, and others who operate motor vehicles at Pellissippi State. Pellissippi State believes that operating and parking a vehicle on campus are privileges. Vehicles operated on all property owned or controlled by Pellissippi State will comply with all traffic and parking signs and with the laws of the state of Tennessee, in accordance with Tennessee Code Annotated Title 55, Motor and Other Vehicles. Citations will be issued by the Safety and Security Office, beginning the first day of classes each semester. Brochures on parking regulations are available from the Safety and Security Office.

Registration of Vehicles. Only Faculty/Staff vehicles must be registered and have a prescribed hangtag. Vehicles include pickup trucks, vans and jeeps, as well as automobiles. Hangtags are not required for motorcycles, motorbikes and scooters, but those vehicles should only be parked in areas designated for motorcycles. The person to whom the vehicle is registered is responsible for the vehicle and all violations and citations involving the vehicle. If the person operating the vehicle is not the registrant, and a violation is committed, the registrant may be fined. Department of Motor Vehicle license tags may be used to identify parking violators.

Visitors are defined as people not connected with the College but who occasionally have business or other reasons to be on the campus. Designated visitor space will be the V-1 parking area. There is no staff or student parking in visitor's lot at any time. If the V-1 lot is full park in any "open" lot.

Division Street Parking. The upper tier parking areas to the left of the Division Street Campus buildings are designated as faculty and staff parking only. Student and disabled parking is located in the remaining parking lots on Pellissippi State property.

The upper tier parking area in front of the building, the lower parking lot on the west side of the building, and parking spaces in back of the building are designated for faculty, staff and visitor parking only; they may be used by students after 5:00 p.m. Disabled parking is available on the upper parking are on the west side of the building. Students may use the remaining parking areas, parking on the grass when no other parking spaces are available, is only allowed at the the Division Street Campus.

Blount County Parking. Students may park in all spaces except those designated as faculty, staff, disabled state vehicle and visitor parking.

Magnolia Avenue Parking. Students may park in all spaces except those designated as faculty, staff, disabled state vehicle and visitor parking.

Penalties for Violations of Regulations.

All citations must be paid within 14 calendar days. Any person who fails to make payment or to request a hearing with the Appeals Committee within this period will be charged a $5 late fee. A person receiving a citation must present his or her copy along with payment to the Cashier's Office located on the second floor of the J.L. Goins Administration Building on the Pellissippi Campus or in the main office at the Division Street, Magnolia Avenue or Blount County locations.

Appeals of Citations. An Appeals Committee, which hears cases when the person receiving a citation feels that he or she has justification that may affect the citation, will consist of one student, one administrator/faculty member, and one staff member.

All who habitually or flagrantly disregard these regulations may be subject to disciplinary action and/or revoked parking privileges. People who continue to park on Pellissippi State property after their privileges have been revoked will have their vehicles towed away.
