Annual Enrollment is your chance to choose your ParTNers for Health plan benefits for the coming year or make changes in your benefit selections that are effective January 1, 2024. The 2023 Annual Enrollment dates are Sunday, October 1, 2023 through Friday, October 13, 2023 at 5:30 p.m.

A Special Note! We may not have the most current information due to the event on December 6th, 2021. Please take a moment to verify that your personal information is correct and up to date via MyPellissippi > Employee Main Menu > Personal Information. For any questions regarding this process please call the Human Resource office at 865.694.6607.

Edison Self Service (ESS)

Visit the Videos page for information on how to login/enroll. For password reset help, call Edison at 866.376.0104.

  • You will use Employee Self Service in Edison at www.edison.tn.gov to add, remove or make changes to your insurance coverage unless otherwise noted.
  • Look for the green “Benefits Annual Enrollment” button.
  • Log in to Edison using your Access ID. This is not your eight-digit Edison employee ID. To get your Access ID, go to www.edison.tn.gov, click the green “Benefits Annual Enrollment” button, and then click “Retrieve Access ID” button.
  • Once logged in, choose the Annual Enrollment tile to start your enrollment.

Health Insurance

Eligible employees will continue to have a choice of four carrier networks for your medical care:

  • BlueCross BlueShield (BCBS) Network S
  • Cigna LocalPlus (LP)
  • Cigna Open Access Plus (OAP) (surcharges apply)
  • BlueCross BlueShield (BCBS) Network P (surcharges apply)

Employees will have the choice of participating in one of the following health plans:

  • Premier PPO: highest monthly premiums, but lower copays and co-insurance costs compared to Standard PPO and CDHP.
  • Standard PPO: lower monthly premiums, but higher copays and co-insurance costs compared to Premier PPO.
  • CDHP/HSA: lowest monthly premiums, but higher deductibles (which must be met prior to co-insurance applying). The health plan comes with a health savings account (see HSA section).

Health Savings Account (HSA)

Employees who enroll in a Consumer Driven Health Plan (CDHP) can also contribute pre-tax dollars to their HSA account up to certain limits. The 2024 limits are $4,150 for individual coverage or $8,300 for all other tiers (members 55+ can add $1,000 more each year).

Employees who enroll in the CDHP/HSA for plan year 2024 will receive a one-time employer contribution, applicable to the coverage level selected. These amounts do apply toward the IRS limit. 

  • Employee only: $500
  • Employee + Children: $1000
  • Employee + Spouse: $1000
  • Employee + Spouse + Children: $1000

Higher Education employees will make additional payroll contributions through Banner Self-Service. Instructions will be sent to you after Annual Enrollment.

New! Starting Jan. 1, 2024, Sharecare will be the new wellness program vendor.

Dental Insurance

Employees continue to have a choice of two dental plans.

New! The state will pay 50% of the dental insurance premiums.

Option 1: Cigna Prepaid Plan (Cigna DHMO) – employees selecting this option will be required to choose a participating provider from the specified list and notify Cigna of their choice.

Option 2: Delta Dental of Tennessee DPPO Dental – employees selecting this option will have access to all providers; however, maximum benefits are received when utilizing an in-network provider.

Short-Term Disability Insurance

Short Term Disability insurance replaces a portion of your income during a disability, which could last up to 26 weeks. It may be good for those who: have little annual or sick leave, take part in high-risk activities or don’t have a six-month emergency fund. Sick leave, annual leave and comp time must be used before benefits are payable.

  • Option A: 60% weekly; 14-day elimination period
  • Option B: 60% weekly; 30-day elimination period

IMPORTANT: Employees must submit a Statement of Health to MetLife after selecting a disability insurance enrollment or enhancement in Edison Employee Self Service. Failure to submit the Statement of Health will result in denied disability insurance. Submit to MetLife by November 15, 2023.

MetLife will mail you a Statement of Health form with medical questions if you are applying for short-term disability coverage or a change in enrollment from Option B to Option A. The form will be posted online at MetLife Disability Insurance for State Employees | State of Tennessee. Complete the form and submit it via email or mail.

Application is subject to review and approval by MetLife based on underwriting rules. After receiving your form, MetLife may need more information from you.

Flexible Spending Account (FSA) – Enrollment Required Each Year

Eligibility Criteria: Employees who elect a Consumer Driven Health Plan (CDHP) may only enroll in a Limited Purpose FSA and should calculate the annual election amount using only forecasted dental and vision expenses.

A flexible spending account permits employees to set aside a specified number of pre-tax dollars up to an annual maximum for use for purposes permitted by the Internal Revenue Service (IRS). The Flexible Spending Account is sponsored by the State of Tennessee and administered by Optum Bank.

For 2024:

  • Medical FSA: Annual limit – $3,050 | Carryover limit – $610
  • Limited Purpose FSA: Annual limit – $3,050 | Carryover limit – $610
  • Dependent Care FSA: Annual limit – $5,000 per household, or up to $2,500 per spouse for married couples filing separately. No carryover amount allowed.

Employees MUST re-enroll in your FSA each year.

Higher Education employees will enroll directly on the Optum Bank Website by using the FSA election and enrollment tool for higher education employees – this means you will not see an option for FSA enrollment on the State’s Edison ESS system and must visit the Optum portal to enroll.

Life Insurance Options

Basic Term Life/Basic Accidental Death & Dismemberment (AD&D) Insurance

  • Important! New in 2024: The state will pay 100% of the premiums for employee basic term life/basic accidental death and dismemberment insurance.
  • Important! New in 2024: Dependent basic term life/basic AD&D coverage will end after Dec. 31, 2023. You may be able to enroll your dependents in voluntary term life and/or voluntary AD&D insurance.
  • New in 2024: Designated beneficiaries will receive 1X the employee’s base annual salary rounded to the next highest thousand ($50K minimum/$250K maximum, except when reduced at age milestones) for basic term life coverage.
  • Basic AD&D coverage employee coverage will be 1X basic term life insurance coverage.
  • Your basic term life/basic AD&D coverage amounts decrease at age 65 and over. Additional Information

Voluntary Term Life Insurance

You can buy voluntary term life insurance for yourself, your spouse and your children. This insurance is in addition to the basic term life insurance provided to you. You must apply for voluntary term life insurance if you wish to have this additional coverage.

  • Premiums will stay the same in 2024.
  • Enhanced enrollment opportunity! Employees can enroll in or increase voluntary term life coverage in $5,000 increments up to an additional $50,000, not to exceed a new total of $500,000 or five times base annual salary, whichever is less, effective January 1, 2024, without answering medical questions.   • Spouses currently enrolled in basic dependent term life and not enrolled in voluntary spouse term life insurance can enroll in $5,000 of coverage to replace the loss of the basic dependent term life coverage without answering medical questions.
  • Voluntary child term life insurance in the amount of $5,000 or $10,000 can also be added without answering health questions.

Voluntary Accidental Death and Dismemberment Insurance (AD&D)

You can buy voluntary AD&D insurance to give you and your family additional protection if you or your covered dependent’s death or dismemberment is due to an accident. Enroll and/or keep your beneficiary information current in Edison.

  • There are no coverage changes in 2024. Employee coverage is a choice of these five amounts: $50,000, $60,000, $100,000, $250,000 or $500,000. Employees can change coverage values previously selected.
  • Employees can add or drop dependents already enrolled. Dependent coverage amounts are a percentage of the employee’s voluntary AD&D coverage amounts. The coverage tiers are spouse only (60%), spouse enrolled with child(ren) (40%), and child(ren) (10% per child.)
  • Important! Enrolling in voluntary AD&D coverage never requires health questions.
  • Premium rates for employees and dependents will stay the same in 2024. Premium rates are per $1,000 of total coverage.

  • Designation of Beneficiary for Wages and Leave (Pellissippi Dynamic Form)
    • Each applicable section should total 100%
  • For basic term life/basic AD&D and voluntary AD&D insurance, make changes online in Edison.
    • Edison > Employee Portal Login >Self Service > Employee WorkCenter > My Benefits > Life Insurance Beneficiaries

TBR Sponsored Benefits

Long Term Disability Insurance

New in 2024! The state will pay 100% of the premiums for long-term disability insurance for state and higher education employees. Employees who use this benefit will receive 63% of their monthly salary*, up to 10K per month, following a 90-day waiting period. *The maximum covered monthly salary is $15,873.02.

All eligible employees will automatically be defaulted into LTD option 3 in Edison for coverage effective on Jan. 1, 2024. This is guaranteed issue coverage and employees won’t have to answer medical questions.

Coverage cannot be waived because it is 100% employer paid.

LTD coverage options 1, 2 and 4 are also available, but employees are responsible for 100% of the premium.

Sick Bank Open Enrollment – October 1 through October 31

The purpose of the Sick Leave Bank is to provide additional sick leave to members who have suffered a serious illness or injury and who have exhausted all their personal sick, compensatory and annual leave, in accordance with Tennessee Board of Regents (TBR) and college leave policies.

You must have a balance of 60 hours (8 days) to join. Join by donating 22.5 hours (or equivalent if regular, part-time).

Charitable Giving Campaign – October 1 through October 31

Employees can choose several organizations to receive a payroll deduction gift. Donations can be made to the federations (Community Health Charities, Community Shares, or any county United Way), to member/partner charities affiliated with one of the federations, and to the independent charitable organizations listed in the TBR Charitable Giving Booklet for 2024 linked below.
