Annual Enrollment is your chance to choose your ParTNers for Health plan benefits for the coming year or make changes in your benefit selections that are effective January 1, 2023. The 2022 Annual Enrollment dates are Saturday, October 1, 2022 through Friday, October 14, 2022 at 5:30 p.m.

Edison Self Service (ESS)

Visit the Videos page for information on how to login/enroll. For password reset help, call Edison at 866.376.0104.  As a reminder, all benefits-eligible employees will need to log into Edison this year, even if you aren’t making changes to your coverage.

  • You will use Employee Self Service in Edison at www.edison.tn.gov to add, remove or make changes to your insurance coverage unless otherwise noted.
  • Look for the green “Benefits Annual Enrollment” button.
  • Log in to Edison using your Access ID. This is not your eight-digit Edison employee ID. To get your Access ID, go to www.edison.tn.gov, click the green “Benefits Annual Enrollment” button, and then click “Retrieve Access ID” button.
  • Once logged in, choose the Annual Enrollment tile to start your enrollment.

Health Insurance

Eligible employees will continue to have a choice of four carrier networks for your medical care:

  • BlueCross BlueShield (BCBS) Network S
  • Cigna LocalPlus (LP)
  • Cigna Open Access Plus (OAP) (surcharges apply)
  • BlueCross BlueShield (BCBS) Network P (surcharges apply)

Employees will have the choice of participating in one of the following health plans:

  • Premier PPO: highest monthly premiums, but lower copays and co-insurance costs compared to Standard PPO and CDHP.
  • Standard PPO: lower monthly premiums, but higher copays and co-insurance costs compared to Premier PPO.
  • CDHP/HSA: lowest monthly premiums, but higher deductibles (which must be met prior to co-insurance applying). The health plan comes with a health savings account (see HSA section).

Health Savings Account (HSA)

Employees who enroll in a Consumer Driven Health Plan (CDHP) can also contribute pre-tax dollars to their HSA account up to certain limits. The 2023 limits are $3,850 for individual coverage or $7,750 for all other tiers (members 55+ can add $1,000 more each year).

Employees who enroll in the CDHP/HSA for plan year 2023 will receive a one-time employer contribution, applicable to the coverage level selected. These amounts do apply toward the IRS limit. Employer contributions are increasing in 2023.

  • Employee only: $500
  • Employee + Children: $1000
  • Employee + Spouse: $1000
  • Employee + Spouse + Children: $1000

Higher Education employees will make additional payroll contributions through Banner Self-Service. Instructions will be sent to you after Annual Enrollment.

Dental Insurance

Employees continue to have a choice of two dental plans.

Option 1: Cigna Prepaid Plan (Cigna DHMO) – employees selecting this option will be required to choose a participating provider from the specified list and notify Cigna of their choice.

Option 2: Delta Dental of Tennessee DPPO Dental – employees selecting this option will have access to all providers; however, maximum benefits are received when utilizing an in-network provider.

Vision Insurance

The NEW vendor for 2023 is EyeMed – Choose from two vision insurance options, the Basic Plan or Expanded Plan. 2022 members with Davis Vision who take no action will be automatically moved to the comparable plan with EyeMed.

Short-Term Disability Insurance

Short Term Disability insurance replaces a portion of your income during a disability, which could last up to 26 weeks. It may be good for those who: have little annual or sick leave, take part in high-risk activities or don’t have a six-month emergency fund. Sick leave, annual leave and comp time must be used before benefits are payable.

  • Option A: 60% weekly; 14-day elimination period
  • Option B: 60% weekly; 30-day elimination period

IMPORTANT: Employees must submit a Statement of Health to MetLife after selecting a disability insurance enrollment or enhancement in Edison Employee Self Service. Failure to submit the Statement of Health will result in denied disability insurance. Submit to MetLife by November 15, 2022.

Application is subject to review and approval by MetLife based on underwriting rules. After receiving your form, MetLife may need more information from you.

Flexible Spending Account (FSA) – Enrollment Required Each Year

Eligibility Criteria: Employees who elect a Consumer Driven Health Plan (CDHP) may only enroll in a Limited Purpose FSA and should calculate the annual election amount using only forecasted dental and vision expenses.

A flexible spending account permits employees to set aside a specified number of pre-tax dollars up to an annual maximum for use for purposes permitted by the Internal Revenue Service (IRS). The Flexible Spending Account is sponsored by the State of Tennessee and administered by Optum Bank.

For 2023:

  • Medical FSA: Annual limit – $2,850 | Carryover limit – $570
  • Limited Purpose FSA: Annual limit – $2,850 | Carryover limit – $570
  • Dependent Care FSA: Annual limit – $5,000 per household, or up to $2,500 per spouse for married couples filing separately. No carryover amount allowed.

Employees MUST re-enroll in your FSA each year.

Higher Education employees will enroll directly on the Optum Bank Website by using the FSA election and enrollment tool for higher education employees – this means you will not see an option for FSA enrollment on the State’s Edison ESS system and must visit the Optum portal to enroll.

Life Insurance Options

Basic Term Life/Basic Accidental Death & Dismemberment (AD&D) Insurance – NEW Action Needed in Edison Self-Service for ALL employees

All benefits-eligible employees receive $20,000 in basic term life insurance and $40,000 in basic accidental death and dismemberment coverage paid by the state at no cost to you.

  • IMPORTANT! NEW for 2023: For all eligible employees, basic term life insurance coverage will be 1.5 times your base annual salary as of Sept. 1 of each year, even if you are not enrolled in health insurance, to a maximum of $50,000. Your basic AD&D coverage will continue to be two times your basic term life coverage up to $100,000.
  • New for 2023: You can opt out of the employee-paid basic term life insurance coverage over $20,000 and basic AD&D coverage over $40,000, but to do this you MUST make this selection in Edison during Annual Enrollment.
    • Important! This is a permanent choice.
  • New for 2023: You will be able to add and drop eligible dependents for enrollment in the basic dependent term life/basic AD&D insurance. Dependents do not have to be enrolled in health insurance to qualify for this coverage. If you want to add or remove dependents from this coverage, you must make the change in Edison during Annual Enrollment.

Voluntary Term Life Insurance

You can buy voluntary term life insurance for yourself, your spouse and your children. This insurance is in addition to the basic term life insurance provided to you. You must apply for voluntary term life insurance if you wish to have this additional coverage.

  • Premium rates will be lower in 2023 + no monthly administrative fee.
  • Enrolled employees will have an opportunity during Annual Enrollment to increase coverage by $5,000 without answering medical questions as long as the total coverage will not exceed the employee’s maximum allowed guaranteed coverage. Eligible employees will receive a notice in the mail or they can log in at lifebenefits.com/stateoftn.
  • Your monthly premium could go up if you increase your life insurance amount or you move into a higher age bracket as of Jan. 1.

Voluntary Accidental Death and Dismemberment Insurance (AD&D)

You can buy voluntary AD&D insurance to give you and your family additional protection if you or your covered dependent’s death or dismemberment is due to an accident. Enroll and/or keep your beneficiary information current in Edison.

  • NEW! Employee coverage will change from a coverage level based on salary to a choice of these five amounts: $50,000, $60,000, $100,000, $250,000 or $500,000.
  • NEW! Dependent enrollment will be on a coverage tier basis [spouse only, spouse + child(ren), or child(ren) only] instead of generic family coverage. Dependents may be dropped or added for this coverage via Edison ESS.
  • Employee premium rates will increase for 2023. Dependent premium rates will be per $1,000 of total dependent coverage, instead of per family unit.

Charitable Giving Campaign – October 1 through October 31

Employees can choose several organizations to receive a payroll deduction gift. Donations can be made to the federations (Community Health Charities, Community Shares, or any county United Way), to member/partner charities affiliated with one of the federations, and to the independent charitable organizations listed in the TBR Charitable Giving Booklet for 2023 linked below.

This campaign will run October 1, 2022 through October 31, 2022. Employees who would like to participate in the charitable giving campaign will need to do the following:

  • Complete the fillable TBR Pledge Form 2022 linked below. You can either type your name or print it off and sign it.
  • Send all completed forms to Kinsey Shifflett in Human Resources by intercampus mail or by email at kshifflett@pstcc.edu.
  • Please keep the Donor copy for your records.
  • You must complete a new enrollment form if you are currently giving. Your contribution will not continue without a new form.
  • This campaign is for charitable organizations within our community and state and is separate from Pellissippi State’s Internal Giving Campaign.

Long Term Disability Insurance

We are excited to share news about changes to our long-term disability (LTD) insurance. These changes have resulted in lower premiums for current participants and for eligible employees who wish to join the plan during a special enrollment period this coming spring.

Effective January 1, 2023, The Tennessee Board of Regents will be contracting with Reliance Standard to provide the employee LTD insurance program. Plan designs will match the current plans offered by Lincoln Financial, however premiums with Reliance Standard are 22 percent lower.

Employees enrolled in the Lincoln LTD policy as of January 1 will be rolled over to the same plan level within the Reliance Standard program on January 1 without a loss of benefits or gap in coverage.

Employees not enrolled in the Lincoln LTD policy as of January 1 will be able to participate in the Reliance Standard program following an open enrollment this spring. Dates for the special enrollment period will be announced later this year.

Sick Bank Open Enrollment – October 1 through October 31

The purpose of the Sick Leave Bank is to provide additional sick leave to members who have suffered a serious illness or injury and who have exhausted all their personal sick, compensatory and annual leave, in accordance with Tennessee Board of Regents (TBR) and college leave policies.

You must have a balance of 60 hours (8 days) to join. Join by donating 22.5 hours (or equivalent if regular, part-time).
